Background information ALTRI Centre
ALTRI is a non-for-profit organization of a scientific, research, professional and cultural nature, established in 2011. A.L.T.R.I aims to achieve, mainly through research, evaluation, awareness raising, advocacy and lobbying, as well as legal drafting, its objectives related to issues of good- governance, rule of law, decentralization, and EU integration, in light of approximation of the domestic legislation with the acquis communautaire. A.L.T.R.I Centre carries out its activities in accordance with Law no. 8788, dated 07.05.2001 “On Non -Profit Organizations”, its Statute and its Foundation Act. The Centre is registered in the Non- Profit Organizations Register of the Tirana Judicial District Court, by Decision no. 705, dated 16.12.2011. A.L.T.R.I has implemented several projects contributing to good governance, strengthening the rule of law, increasing the transparency, efficiency and accountability of the public institutions, legal information and education of the citizens, and supporting public institutions in the process of improvement of the legislation and drafting of legal acts.
With through the Small Grants Programme implemented by SELDI.net, supported by European Union, Albanian Legal and Territorial Research Institute (A.L.T.R.I Centre) has started the implementation of the initiative “Empowering Students for Integrity: Combating Corruption in Higher Education” This initiative is implemented for a period of 10 months, until December 1, 2025. The main goal of the initiative aims to increase the awareness of law students/but not only, regarding the phenomenon of corruption in higher education (university) as well as encourage their activation in the prevention and denouncing of corrupt practices with the goal of increasing efficiency and transparency in universities.
The planned activities will work towards achieving specific objectives as following:
- Increasing the awareness of law students on the negative consequences of corruption in higher education and the importance of their activation in combating corruption.
- Encouraging active student involvement in raising awareness among peers on preventing and denouncing corrupt practices to enhance efficiency and transparency in higher education.
Purpose of the service
In the framework of the initiative Empowering Students for Integrity: Combating Corruption in Higher Education! ALTRI Centre requires a anticorruption/legal expert in order to provides expertise on anti-corruption strategies, oversees open lecture content, and supports the development of materials that raise awareness among students and mentors students in creating advocacy articles and policy papers.
Roles and responsibilities that candidates must fulfil:
For the implementation of the project, ALTRI Centre seeks the services of the anticorruption/legal expert who will be responsible for:
- Curriculum & Materials Development: Design comprehensive training slide decks, questionnaires, and guides on corruption typologies, legal frameworks, and reporting channels.
- Lecture Delivery: Lead 3 interactive open lectures each reaching 50–70 students, integrating Q&A and case studies.
- Survey Design & Analysis: Create and analyze anonymous perception questionnaires; produce an infographic report summarizing key findings.
- Mentorship: Guide student groups in drafting three (3) policy papers on specific corruption challenges in higher education, providing feedback and ensuring alignment with best practices.
- Content Review: Advise on and review scripts for three (3) video reels, poster designs, and social media posts; ensure accuracy and consistency with project messaging.
Working Days Allocation:
- 5 working days for initial engagement: meetings with target groups and preparation of student information materials.
- 3 working days for lecture preparation and participation in three open lectures.
- 5 working days for data processing and preparation of promotional and advocacy material
Necessary Qualifications
- University degree in Law, Public Administration, or related field.
- Minimum 5 years of professional experience in anticorruption, compliance, or legal reform.
- Proven experience in designing and delivering trainings, preferably for youth or student audiences.
- Strong analytical and critical‑thinking skills; familiarity with survey design and data analysis.
- Excellent command of Albanian and English, both written and spoken.
- Ability to work independently, manage timelines, and travel to targeted universities.
