Background information ALTRI Centre
ALTRI is a non-for-profit organization of a scientific, research, professional and cultural nature, established in 2011. A.L.T.R.I aims to achieve, mainly through research, evaluation, awareness raising, advocacy and lobbying, as well as legal drafting, its objectives related to issues of good- governance, rule of law, decentralization, and EU integration, in light of approximation of the domestic legislation with the acquis communautaire. A.L.T.R.I Centre carries out its activities in accordance with Law no. 8788, dated 07.05.2001 “On Non -Profit Organizations”, its Statute and its Foundation Act. The Centre is registered in the Non- Profit Organizations Register of the Tirana Judicial District Court, by Decision no. 705, dated 16.12.2011. A.L.T.R.I has implemented several projects contributing to good governance, strengthening the rule of law, increasing the transparency, efficiency and accountability of the public institutions, legal information and education of the citizens, and supporting public institutions in the process of improvement of the legislation and drafting of legal acts.
With the support of European Union, Albanian Helsinki Committee (AHC) in partnership with Albanian Legal and Territorial Research Institute (A.L.T.R.I Centre) and Friends of Europe, from January 2023 has started the implementation of the initiative “Civil society against corruption – from a local challenge to a European response!” This initiative is implemented for a period of 36 months, until December 31, 2025. The main goal of the initiative is to enhance the role of civil society in participating, monitoring, advocating and raising awareness for better policymaking processes in the framework of Albania’s EU accession.
The planned activities will work towards achieving specific objectives as following:
- Enhance transparency, openness and accountability as well as institutional capacities and commitment in tackling corruption.
- Empower civil society organizations in Albania to contribute in policymaking processes that address corruption, good governance and justice issues enabling a better environment for Civil Society.
- Increase exposure of Albania’s commitment and achievements in the fight against corruption and justice in the regional and European level.
Purpose of the service
In the framework of the initiative Civil society against corruption – from a local challenge to a European response! ALTRI Centre requires to engage expert/s in the field of technology information (IT) in order to design, develop and maintain a digital platform dedicated to National CSOs Anticorruption Network.
Roles and responsibilities that candidates must fulfil:
The IT Expert will be responsible for the design, development, and maintenance of an online platform dedicated to National CSOs Anticorruption Network. The engagement is structured in three main phases, each with distinct tasks and deliverables:
Phase 1: Design and Initial Build of the Platform
- Platform Design and Structure:
- Conceptualize and develop the initial structure and design for the Anti-Corruption Network Platform.
- Define platform layout components, including the header, footer, menu, and overall site design.
- Domain and Technical Infrastructure:
- Purchase the domain and acquire all other technical elements required to support the platform’s build and functionality.
- Content and Feature Segmentation:
- Develop segmented sections for different types of information, resources, and navigation tools.
Phase 2: Platform Development and Content Integration
- Platform Development and Functional Integration:
- Build and integrate core functionalities based on project staff’s specific requirements for content and user interaction.
- Collaboration and Customization with Project Team:
- Collaborate closely with the project team to ensure the platform layout, content presentation, and feature set align with project goals.
- Consultation and Guidance on Platform Use:
- Provide consultation on the effective use of the platform, including training and resources for platform functionality and navigation.
- Security Features and Ongoing Updates:
- Implement regular content updates, as well as robust security features to protect user data and ensure safe platform use.
Phase 3: Platform Consolidation and Maintenance
- Final Consolidation and Full Activation:
- Ensure full operational readiness by testing all functionalities, refining design elements, and confirming the integration of all planned features.
- Maintenance for Sustainability:
- Provide ongoing platform maintenance for a period of 1 year, including content updates, system troubleshooting, and security enhancements as needed.

The application will be open until November 6, 2024;
*Interested applicants must submit the following documents:
- Letter of Interest, summarizing previous relevant experiences with this call;
- Technical proposal, including a summary of steps / approaches to be implemented for the successful fulfilment of the assignment and division of work between experts (if will be more than one expert) – max. 2 pages;
- Financial offer for working days in Euro. The service provider should submit a Financial Offer as described in Annex A;
- CV of the expert/s;
- The contacts of two possible references.
The application can be submitted in Albanian or English.
Necessary Qualifications
- Proof of experience and certification in relevant field;
- At least 5 years of previous work experience;
- Proof of previous work in designing and building such platforms;
- Ability to work with minimal supervision;
- Time management skills to maintain deadlines;
