Background information ALTRI Centre
ALTRI is a non-for-profit organization of a scientific, research, professional and cultural nature, established in 2011. A.L.T.R.I aims to achieve, mainly through research, evaluation, awareness raising, advocacy and lobbying, as well as legal drafting, its objectives related to issues of good- governance, rule of law, decentralization, and EU integration, in light of approximation of the domestic legislation with the acquis communautaire. A.L.T.R.I Centre carries out its activities in accordance with Law no. 8788, dated 07.05.2001 “On Non -Profit Organizations”, its Statute and its Foundation Act. The Centre is registered in the Non- Profit Organizations Register of the Tirana Judicial District Court, by Decision no. 705, dated 16.12.2011. A.L.T.R.I has implemented several projects contributing to good governance, strengthening the rule of law, increasing the transparency, efficiency and accountability of the public institutions, legal information and education of the citizens, and supporting public institutions in the process of improvement of the legislation and drafting of legal acts.
With the support of Albanian Women Empowerment Network – AWEN, A.L.T.R.I Centre started today the implementation of the initiative “Women and girls advocating for effective inclusion of gender perspective in municipality budget!”. This initiative aims to create a positive model of women’s engagement in monitoring process regarding the participatory budgeting, as an effective mechanism that directly affects their socio-economic life as well as advocating for better improvement of the situation in local level.
The planned activities will work towards achieving specific objectives as following:
- Monitoring the inclusion and implementation of recommendations drafted by women and girls to improve their current situation in participatory budgeting in the gender perspective;
- Advocacy with the institutions responsible for the implementation of the recommendations conveyed by women and girls.
Purpose of the service
In the framework of the initiative “Women and girls advocating for effective inclusion of gender perspective in municipality budget!”, ALTRI Centre requires an expert on local issue in order to implement the activities of the project. The initiative will be implemented in Shkodra Municipality. Given the short timeframe for the implementation of the initiative it is needed to proceed with the section of the expert that will be engaged in the framework of this call, in order to immediately start the implementation of the foreseen activities. In this regard, we invite all the applicants to send their application until July 27, 2023, no later than 12:00 PM.
Roles and responsibilities that candidates must fulfil:
For the implementation of the project, ALTRI Centre seeks the services of an expert on local issues who will be responsible for:
- Carrying out the monitoring process of recommendations conveyed by women and girls regarding the municipality budget;
- Compilation of questionnaires and interviews relevant for the municipality staff;
- Conducting interviews with representatives of the municipality;
- Collection and processing of data;
- Drafting the monitoring report;
- Conducting consultancy and advocacy meetings with municipality staff, women and girls, CSOs and other stakeholders;
- Preparation of information and advocacy materials;
Requirements
- University degree in law;
- At least 7 years of professional experience;
- Excellent knowledge of the Albanian legal framework and regulations;
- Very good writing skills;
- Previous experience in drafting research documents such as assessment, reports/monitoring, as well as experience on gender based issues;
- Ability to work with minimal supervision and under time pressure;
- Knowing the local context of the implemented area (Shkodra) would be an added value.
