Background information ALTRI Center
ALTRI is a non for profit organization of a scientific, research, professional and cultural nature, established in 2011. A.L.T.R.I aims to achieve, mainly through research, evaluation, awareness raising, advocacy and lobbying, as well as legal drafting, its objectives related to issues of good- governance, rule of law, decentralization, and EU integration, in light of approximation of the domestic legislation with the acquis communautaire. A.L.T.R.I has implemented several projects contributing to good governance, strengthening the rule of law, increasing the transparency, efficiency and accountability of the public institutions, legal information and education of the citizens, and supporting public institutions in the process of improvement of the legislation and drafting of legal acts.
The A.L.T.R.I Center has started the implementation of the initiative ” Fostering European human rights standards for resilient and sustainable communities” supported by European Union and implemented by TLAS in partnership with the European Center Foundation in Albania.
The main goal of the initiative is to create an interactive platform for raising awareness and ameliorating knowledge of CSOs and institutions which work with detainees related to European human rights standards and to promote the mobilization of them and also of the vulnerable communities towards the realization of these rights. This project will last 8 months and will extend to six-geographical areas such as Tirana (including Kavaja), Korça, Lezha, Vlora, Shkodra and Elbasan.
The main activities of this project are as follows:
- Conceptualizing an interactive platform “Detaineesrights.al” ;
- Consultation of the platform with CSOs and institutions;
- Establishment and the functioning of the platform;
- Promotional meetings with CSOs and institutions to present the platform;
- Social media campaign for target citizens to be active in the platform.
Purpose of the service
In the framework of the initiative “Fostering European human rights standards for resilient and sustainable communities!”, ALTRI Center requires a human rights expert in order to implement the planned activities
Roles and responsibilities that candidates must fulfill:
For the implementation of the project, the ALTRI Center seeks the services of a Human rights expert who will be responsible for:
- Conceptualization of the platform as well as research for finding information, reports and recommendations, resolutions and laws related to the rights of detainees and in accordance with European standards.
- Drafting 10 papers which will contain a summary about topics related to European standards on human rights;
- Conducting 3 online meetings with stakeholders involved; preparation of materials to be presented during the meetings.
- Cooperation with the expert / company that will build the platform;
- Compilation and preparation of information to be integrated in the platform;
- Development of meetings with representatives of NGOs and institutions in order to present the platform;
- Development of an information campaign in the media and social networks in order to present the platform to all citizens.
Requirements
- University degree in law;
- At least 5 years of professional experience;
- Excellent knowledge of Albanian and International human rights standards, with a special focus with special focus on vulnerable communities (such as detainees, those in probation service, their families, juveniles in conflict with the law and convicted women;
- Very good writing skills;
- Previous experience in drafting research documents such as assessment, reports/monitoring methodologies;
- Ability to work with minimal supervision and under time pressure;
- Other academic qualifications in the legal field would be an added value.
