Background
Based on studies and reports compiled on the phenomenon of trafficking in human beings,
it is considered that the countries of the Western Balkans do not have all the necessary capacities for it prevent this phenomenon. The Western Balkans are impacted in two ways: on the one hand, many of its residents migrate to the European Union (EU), while on the other, people from third countries transit the region with the aim of entering the EU.
On the other hand, the situation created given the pandemic has changed many balances and impacted the all the aspects of the society. Likewise, other countries around the world, in
Albania, the COVID-19 outbreak has affected all segments of the society but mostly those social groups in the most vulnerable situations such as people living in poverty situations, older persons, unemployed individuals, persons with disabilities, women and girls, youth, refugees, migrants and minorities.
With reference to various studies and reports conducted, Albania, despite of all the efforts made, continues to be a source country for men, women, and children subjected to trafficking in persons, specifically forced prostitution and forced labour, including the forced begging of children.
The main factors identified as indicators that favour human trafficking in Albania, specifying the trafficking of women, children and members of the Roma and Egyptian community are:
- Difficult situation and unfavourable socio-economic conditions;
- Domestic violence;
- Recruitment of children by relatives for "begging", or forced labour.
Among the various services that exist for this vulnerable category, sheltering is one of the most important. Currently in Albania, there is one specialized shelter based in Tirana and three specialized NGO-run shelters based in Tirana, Elbasan and Vlora. Although there is no current data and evidence on the impact that the pandemic has caused within these environments in Albania, given the experience of other countries around the world with a better infrastructure for this vulnerable group, the situation created due to the pandemic has caused many difficulties in protecting and respecting the rights and safety of trafficking victims hosted in these shelters. Some shelters may provide limited health care services, which can introduce the risk of infection transmission. In addition, the close proximity of individuals and staff in conjunction with a decrease or lack of routine sanitary services can increase the risk of disease transmission.
Given this particular context, ALTRI proposes an initiative that has two components:
The first one aims to guarantee the victims of human beings right to safety and to prevent the spread of Corona-19 within shelters hosting these beneficiaries, given the immediate response imposed by COVID-19. It consists of some actions such as: the identification of victims of human being hosted in shelters needs and risks, provision of critical hygiene supplies for prevention; and awareness raising on the impact that the pandemic had and still continues to have on their life, risks that this vulnerable group face and the measures that should be taken.
The second one aims to contribute to the initiative proposed by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) to strengthen the resilience of (potential) victims by empowering public authorities and civil society institutions to carry out target-group-specific campaigns, awareness of specific risk situations is increased among service providers, the public and the target groups in Albania.
Duties and responsibilities
- Oversight of project planning and implementation;
- Drafting a detailed work plan that foresees the necessary activities to successfully complete the project;
- Determination of resources (time, money, equipment etc) needed to implement and complete the project;
- Determination of the measures and objectives upon which the project will be assessed;
- Management of project staff in accordance with the organization’s policies and practices;
- Implementation of the project according to its plan;
- Monitoring the progress of the activities to ensure successful completion of the project;
- Overseeing the work carried out by the project team to ensure the fulfillment of project standards;
- Drafting technical implementation reports of the project;
- Overseeing the implementation of budget and activities;
- Collecting data and documenting the implementation of project activities;
- Representation of the project to the donor and third parties.
Requirements
- University degree in a relevant field;
- At least 2 years of previous work experience;
- Trainings and internships inside and outside the country;
- Previous experience in working with civil society;
- Excellent interpersonal and communication skills;
- Excellent ability to work under pressure and to maintain deadlines;
- Excellent knowledge of English and Albanian language, and computer literacy.
