Background
Municipalities have the obligation to provide certain services to the vulnerable groups, with the aim of realizing their rights. Services provided to vulnerable groups from local government are in the form of economic assistance, residential and community social care services.
In this regard, Ombudsman has a key and important monitoring role on the protection of the rights and the provision of services to vulnerable groups by local government bodies. During the consultative meetings held at the local level, the distribution of economic aid and services provided for the PWDs were identified as social services that are considered problematic and priority to be monitored by the Ombudsman. In the framework of the project, was drafted the Methodology for Monitoring and Evaluation of the Ombudsman for Social Services Provided by Local Government Units, which will serve to the LGUs but also to the Regional Offices for their monitoring work. To ensure better implementation of the Methodology was held training for representatives from municipalities and Ombudsman.
At the same time with the monitoring of the social services by Ombudsman will be extended the awareness campaign, which will include the Sustainable Development Goals (SDGs) as part of the 2030 Agenda. Ombudsman has a key and important role as an essential element for good governance, the protection of individuals against administrative abuses, and the strengthening of public trust in the services provided by the local and regional government.
The Ombudsman has a legal provision to protect and promote human rights. SDGs are directly related to human rights, especially with the rights of vulnerable groups. In order to achieve these standards, it is important the LGUs be aware of SDGs, their content, and their role in their achievement.
There will be developed a study visit in Kosovo to share experience and knowledge regarding the SDGs and on the role of institutions in the implementation of SDGs and social rights at the local level. Considering the geographical factor and the similarities with Kosovo in the region, this study visit will also play a significant role in taking into account regional priorities and strengthening the link between the national, regional and global level. In this study visit will participate 2 representatives from each municipality, 2 representatives from Ombudsman Central Office, 2 representatives from Ombudsman Regional Offices, 2 representatives from Ministry of Health and Social Welfare, 2 project experts and representatives from ALTRI and GIZ. There will be developed meeting with representatives from homologue institutions during which will be shared experiences and challenges faced.
In this framework, the ALTRI Centre and Deutsche Gesellschaft fur Internationale Zusammenarbeit GIZ are implementing the project “Monitoring and promoting the equal distribution of social rights for vulnerable groups on the national and local level (Kukes, Elbasan and Librazhd)”.
Objective
The ALTRI Centre is looking for a local coordinator in Kosovo, who will be responsible for local coordination in the framework of the study visit in Kosovo.
Duties and responsibilities
For the implementation of the project the ALTRI Centre would require the services of local coordinator who will be responsible for:
- Establishing contacts in the respective institutions;
- Local coordination for the development of the study visit in Pristina;
- Scheduling meetings with representatives of homologue institutions;
- Cooperation with responsible institutions for the development of the study visit; determination of the speakers at meetings;
- Local coordination for the logistic
Requirements
– University degree in a relevant field;
– At least 2 years of previous work experience;
– Training and internships inside and outside the country;
– Previous experience in working with civil society;
– Excellent interpersonal and communication skills;
– Excellent ability to work under pressure and to maintain deadlines;
– Excellent knowledge of English and Albanian language, and computer literacy.
