Background
Municipalities have the obligation to provide certain services to the vulnerable groups, with the aim of realizing their rights. Services provided to vulnerable groups from local government are in the form of economic assistance, residential and community social care services.
In this regard, Ombudsman has a key and important monitoring role on the protection of the rights and the provision of services to vulnerable groups by local government bodies. During the consultative meetings held at the local level, the distribution of economic aid and services provided for the PWDs were identified as social services that are considered problematic and priority to be monitored by the Ombudsman. In the framework of the project, was drafted the Methodology for Monitoring and Evaluation of the Ombudsman for Social Services Provided by Local Government Units, which will serve to the LGUs but also to the Regional Offices for their monitoring work. To ensure better implementation of the Methodology was held training for representatives from municipalities and Ombudsman.
At the same time with the monitoring of the social services by Ombudsman will be extended the awareness campaign, which will include the Sustainable Development Goals (SDGs) as part of the 2030 Agenda. Ombudsman has a key and important role as an essential element for good governance, the protection of individuals against administrative abuses, and the strengthening of public trust in the services provided by the local and regional government.
The Ombudsman has a legal provision to protect and promote human rights. SDGs are directly related to human rights, especially with the rights of vulnerable groups. In order to achieve these standards, it is important the LGUs to be aware of SDGs, their content, and their role in their achievement.
In this framework, the ALTRI Centre and Deutsche Gesellschaft fur Internationale Zusammenarbeit GIZ are implementing the project “Monitoring and promoting the equal distribution of social rights for vulnerable groups on the national and local level (Kukes, Elbasan, and Librazhd).
Objective
The ALTRICentre is looking for a human and social rights expert, who will be responsible for the preparation of materials/documents in the framework of the project.
Duties and responsibilities
For the implementation of the project the ALTRI Centre would require the services of one human and social rights expert who will be responsible for:
- Preparation and participation in the consultation of the recommendations with municipalities and other public institutions.
The expert will participate in four consultative meetings with representatives of central and local institutions to discuss the recommendations.
- Participation in the activities of an advocacy campaign
The human and social rights expert, in collaboration with the legal and research expert, will participate in the activities of advocacy campaign such as meetings, interviews in media, preparation of the awareness video.
- Monitoring the implementation of recommendations by the responsible institutions
The human and social rights expert in collaboration with Ombudsman, based on the institutions respond and their explanations of what actions or measures have undertaken will monitor the implementation of recommendations.
- Drafting the monitoring report
The human and social rights expert will draft a monitoring report to present the level of implementation of the recommendations, the reasons for non-implementation and the steps to be taken by the Ombudsman according to the legal provisions.
- Development and participation in the seminar
The human and social rights expert will participate on the seminar with the representatives from Ombudsman and Ministry of Health and Social Welfare, where will be discussed on the SDGs in general as well as the commitments are undertaken.
- Preparation and participation as speakers in the study visit
The human and social rights expert will participate on the study visit to discuss and share experience and knowledge regarding the SDGs and on the role of institutions in the implementation of SDGs and social rights at the local level.
- Drafting of the Final Report
The human and social rights expert will prepare the final report which will include the data gathered during the development of the project, the conclusions, and the recommendations.
Expected Outputs/Deliverables
The products that should be provided are the:
- Preparation and participation in the consultation of the recommendations with municipalities and other public institutions.
- Participation in the activities of an advocacy campaign
- Monitoring the implementation of recommendations by the responsible institutions
- Drafting the monitoring report
- Development and participation in the seminar
- Preparation and participation as speakers in the study visit
- Drafting of the Final Report
Necessary Qualifications
- University degree in law;
- At least 5 years of professional experience;
- Excellent knowledge of Albanian and international standards of human rights, with a specific focus on vulnerable groups’ social rights;
- Very good writing skills;
- Previous experience in legal drafting;
- Ability to work with minimal supervision and under time pressure;
- Other academic qualifications in the legal area would be an asset.
Evaluation of applicants
An individual consultant will be evaluated based on a cumulative analysis taking into consideration the combination of the applicants` qualification and financial proposal.
The award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:
- Responsive/compliant/acceptable; and
- Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
Only the highest ranked candidates who would be found qualified for the job will be considered for financial evaluation.
Technical criteria – 70% of total evaluation – max points 70
Criteria A: expertise in Albanian and international standards of human rights, with a specific focus on vulnerable groups’ social rights– max points 30
Criteria B: Expertise in preparing and drafting legal documents – max points 30
Criteria C: Educational background – max points 10
Financial Criteria – 30% of total evaluation – max points 30
